But taxing miles instead of gasoline is a more reliable way to pay for America's highways. And it's not the Big Brother intrusion it appears to be.

Gas taxes – at both the federal and state levels – must inevitably go the way of the gas guzzler.

As vehicles become more fuel-efficient, they'll drink less gas, and thus produce less revenue to maintain and improve America's aging roads and mass transit. Add electric cars to the mix, and this revenue stream turns to a trickle.

This is one reason why a bipartisan blue-ribbon panel this week unanimously recommends replacing the federal gas tax with a tax on "vehicle miles traveled" (VMT) by 2020 – and indexing it for inflation. (At 18 cents per gallon, the federal gas tax has gone unchanged since 1993.)

In Europe, the Netherlands will transition to a VMT by 2014 and Denmark by 2016. Massachusetts, Oregon, Rhode Island, North Carolina, Minnesota, and Idaho are looking at a mileage tax.

Behind this trend lies another important realization: Financing for transport infrastructure can no longer depend on indirect fees hidden in the overall cost of a gallon of gas but must rely more on direct user fees, such as tolling and congestion pricing.

Gasoline taxes may have sufficed to build the highways of the 20th century, but they've done little to influence vehicle use of roads. Changing behavior is the key to 21st century transport that must unclog crowded highways and reduce dependence on fossil fuels. Taxing miles alerts drivers to the real cost of using roads and can better motivate them to drive less.

But critics are ringing the privacy alarm, and also warning of costs to the poor who must drive.

These fears can evaporate once Americans learn how the VMT works. Oregon tested the idea in 2006 with vehicles outfitted with GPS transponders. When the drivers pulled up to designated gas stations, devices at the pump calculated how much they owed in mileage tax and adjusted their gas bills.

Like a one-way television signal that doesn't communicate back which TV show a person is watching, Oregon used a one-way signal that simply tracked miles, not destinations.

As for burdening the poor, the VMT is a wash compared with a gas tax. People who drive a lot today – whether poor or not – pay more in gas taxes because they buy more gas. The same would hold true for a mileage tax: Drive more, pay more.

As it turns out, 9 out of 10 of the drivers in the Oregon experiment preferred the mileage tax to the gas tax; about 20 percent changed their driving habits.

Last week, the US Department of Transportation secretary spoke favorably of the VMT, but the White House press secretary quickly dismissed the idea – odd for an administration interested in innovation.

Members of Congress, which commissioned the panel in the first place, can drive the VMT idea when they reauthorize the surface transport bill, which expires this year. Well they know the fragility of the federal Highway Trust Fund, which last year neared bankruptcy and needed an $8 billion infusion because the gas tax couldn't keep up with repair and improvement needs.

A VMT is the more reliable and efficient way to pay for transport. Its time has come.

A mileage tax on drivers? Not so fast.

Regarding the Feb. 27 editorial, "A road map to better US roads": The editorial is correct in that the United States is not funding its road infrastructure enough and governments are not transparent about it. These are both simple problems to resolve. Pass funding bills that fund roads adequately from the general budget (state, local, and national) and call it what it is.

However, the idea of a vehicle mileage tax (VMT) is a bad one. The idea that roads should or can be paid for by those who use them suggests that by not driving or driving less you are not benefiting from them. That is completely wrong.

Roads provide access of all kinds – police, fire, and medical services, for example. Furthermore, virtually every item you purchase has traveled over a road at some point.

The simple fact is that one of the fundamentals for our economic success and development as a nation has been our ability to move about freely. This has provided us with greater benefit than we can ever realistically calculate. To believe that roads are of value only to those who choose to use them in a car is a gross underestimation and misunderstanding.

Creating a VMT would result in rewarding people who purchase gas-guzzling vehicles and punishing those who don't. That will not help reduce consumption. The people who cause greater damage to road surfaces drive heavy, less-efficient vehicles. With a VMT, they wouldn't pay for their share of road damage in taxation. This would shift the burden to the drivers of more efficient vehicles. It would also result in more pollution.

If we really want to have the true costs of cars and the road system covered there is an easy way to do it. Total all the costs of the road system, both federally and locally. These costs would have to include new construction, maintenance, police, and other safety needs. Then divide this number by the number of gallons anticipated to be used. There you have it: the necessary tax per gallon required to fund our needs.

Wlodimir (Vladimir) Ledochowski Apparantly Favored Racial Persecution of Jewish Peoples

Wlodimir Ledochowski: the 26th Superior General of the Jesuit OrderJohn LaFarge S.J.

From Religious People of Interest in the Shoah:
Pius XI in the late 30s made a monumental move: the first writing of an Encyclical which at least in part denounced racial anti-Semitism.

It is referred to as "the hidden Encyclical".

Pius XI requested American Jesuit Msgr LaFarge to draft the statement which upheld traditional Catholic doctrine against Jewish doctrine but decried racism against the Jews, and countered at least part of the intent of the 1933 Vatican Concordat with Nazi Germany. Ledochowski was the austere politician and Jesuit General at the time, and he was not in favor of the new document. It mysteriously disappeared and Pius died before the signing, although it was one of the last documents on his desk.

The document: Humani Generis Unitas, or "The Unity of the Human Race" might have made a difference in the Vatican's allowance of the Third Reich's policies. Pius died, Pius XII, more a politician and diplomat than theologian and with ties to Germany and von Papen took office rapidly.

Ledochowski is credited with being instrumental in the suppression of the document.

Maximilian Kolbe A Liar According to Eric Jon Phelps

Dear Douglas,

This Roman priest is a liar on this one.

God was not cleansing Roman Catholic Poland; the devil, via the Vatican's Jesuits, were killing off the best people of the nation. Poland was filled with nationalistic Roman Catholics who were accursed "liberals" according to the Jesuit Oath and the Council of Trent. All those true patriots had to die.

This is why the Order used its Gestapo/SD and the NKVD simultaneously to shoot 15,000 Polish officers in the back of the head (who would have led the nationalists) in the forrest of Katyn. This is why the Red Army, controlled by Jesuit Stalin and his advisor, Alexander Poskrebyshev, refused to help the Polish partizans fighting the Nazis when the Nazis were leaving Poland towards the end of the war. Over 60,000 Poles could have survived if the Soviets would have intervened. The Soviets were the allies of the Poles, right?

After the Crusade, the bogus Cold War was started thanks to the Black Pope. And what does he do with Poland? Why he puts it under Jesuit Stalin and for another 45 years kills off the true leaders of the nationalist Poles. With the end of the fake Cold War, Poland was then put into the Roman Catholic European Union, now robbed of her nationalist spirit.

This is what the Jesuit Order will do to any Roman Catholic people who really wishes to be free and possess their own nation. Hitler did the same to Roman Catholic Bavaria, refusing her attempts to leave the Reich and then covertly aiding in the Allied bombing of Munich, killing 250,000 Roman Catholic Germans. Jesuit Bamberg (not far from Munich) was untouched!

Father Saint Maximilian Kolbe's "Our War"

From “A Man For Others: Maximilian Kolbe Saint of Auschwitz In the Words of Those Who Knew Him” by Patricia Treece, published by Harper & Row Publishers, 1982 hardcover 1st edition, at page 73.

Though written in 1934 for his spiritual soldiers of the far flung Militia, an article entitled “Our War” sums up the message that consumed so much of Kolbe’s energy between 1936 and 1939.

In it he says:

Don’t set out to do your own works for God, however great these might be, but give yourself humbly into his hands to do his works.

Accept all that happens as his will, including the sufferings he permits (not causes) you to undergo at the hands of evil men, knowing that even these will mysteriously enrich you.

As embers of the spiritual army fighting under the generalship of Mary, give yourself to God through service to her. To be one in will with Mary of the great fiat, the only human being whose will has never deviated by her choice from God’s, is to be perfectly united to the will of God. And it is this alignment of your will with his that is the pressing business of your life.

Offering yourself totally to God, let him transform you into a knight of love who, with others, will conquer the whole world, not in the sense of capturing it, but of freeing it.

He ends this article by saying that when each Militia member is “set aflame with the fire of divine love (I repeat we are not talking here of sweet tears and feelings, but if the will) … melted (and) fused to God … we will melt the whole world and each individual in it with love.”

Brother Arnold may be right in thinking that Father Maximilian, in talking about his mystical experience in Japan, was buoying his own spirits. Equally possible is that he was trying to prepare Brother Arnold for those moments – and beyond them – when the distraught young secretary would try to follow his spiritual father into the Gestapo’s car.

Brother Cyprian said Father Maximilian’s “seraphic and ardent” love of God was visible in his conversation and in the conferences he gave the Brothers. Certainly it was this love that permitted him to look at Poland’s tragedy as others could not. In March 1938, before most people thought of a war, he had said to the Brothers:

During the first centuries, the Church was persecuted. The blood of martyrs watered the seeds of Christianity. Later, when the persecutions ceased, one of the Fathers of the Church deplored the lukewarm ness of Christians. He rejoiced when persecutions returned. In the same way, we must rejoice in what will happen, for in the midst of trials our zeal will become more ardent. Besides, are we not in the hands of the Blessed Virgin? Is it not our most ardently desired ideal to give our lives for her? We live only once. We die only once. Therefore, let it be according to her good pleasure. [!!!]


Once war came, he did not change his tune:

“God is cleansing Poland,” he said. “After this her [spiritual] light will shine on the world.”

Wlodimir (Vladimir) Ledochowski Goals Via Goals


According to a paper SPIRITUAL GEOPOLITICS: FR. EDMUND WALSH AND JESUIT ANTICOMMUNISM, by Gearóid Ó Tuathail / Gerard Toal, Department of Geography, Virginia Tech.:

By the early twentieth century, the leadership of the Catholic Church was at war with the modern world. The tone was established by the papal declarations of Pius X condemning "Americanism" in 1899 and repudiating the heresy of "modernism" in 1907. Within the Jesuits, the anti-modernist creed was lead by Father Wlodimir Ledochowski who governed the society as its Superior General from 1915 to his death in 1942. The son of Polish nobility serving the Habsburg court, Ledochowski embodied the reactionary sentiments of old regime Catholicism (MacDo nough 1992, 65-68). Writing after the collapse of the Habsburg empire in 1919 he argued that "all is tottering in modern society..., modern society resembles in its wretchedness the poor paralytic of Bethsaida in that it has no strength within itself to rise from its sick bed..." (Ledochowski in Schmidt 1945, 380). "Freethinkers," those with a contempt for God and religion, "promised that science would solve all the problems of life, becoming the provident and generous dispenser of happiness to the generations of mankind so thirsty for perfect happiness." However, science and the state have proved to be false gods. Now "the souls of men are feeling ever more and more the terrible void created by the conspiracy of governments to tear away modern generations from Christ and His Church" (Ledochowski in Schmidt 1945, 382).

Remember that Ledochowski uses terms as “God and religion” and “Christ and His Church” as synonyms for the Roman Catholic Church, he decries the independence of secular governments from the Roman Catholic Church, and for freethinkers.

During the German invasion of Poland (1939), special action squads of SS and police (the Einsatzgruppen) were deployed in the rear, and arrested or killed civilians caught in offering resistance against the Germans or considered capable of doing so, as determined by their position and social status. Tens of thousands of government officials, landowners, clergy, and members of the intelligentsia — teachers, doctors, journalists, and others (both Poles and Jews) — were either murdered in mass executions or sent to prisons and concentration camps. German army units and "self-defense" forces composed of Volksdeutsche also participated in executions of civilians. In many cases, these executions were reprisal actions that held entire communities collectively responsible for attacks on German forces or the murder of ethnic Germans. More than 20,000 members of the intelligentsia were murdered in Operation Tannenberg alone.

Hillsdale College: What 30 Years War?


Hillsdale College was founded by Free Will Baptists in the 1840s; Hillsdale College prides itself on its “Christian” and “limited government” virtues. I had my parents send me there during the 1980s, along with thousands of dollars for the tuition and other expenses, with the hope of a superior education.

Alas, I found a Hillsdale College that’s essentially a Roman Catholic institution with sunglasses. There were numerous indications, beyond its Board of Trustees including Vatican apologist William F. Buckley, or an English teacher who was an Anglican Priest who admitted that he and many of his Anglican cohorts were Papists, and by a “Christian” studies program that was heavy on Thomas Aquinas and St Augustine, and about non existent with Tyndale, Wycliffe, Calvin, Huss, or Luther.

As I recall, Hillsdale’s “Christian” studies program adopted the veneer of the original Free Will Baptists for a Roman Catholic adaptation of the term “free will” to be presented against Protestantism which was presented under the Calvinist label of “pre-destination”. Since “Free will” sounded nicer then “pre-destination”, Hillsdale could make Roman Catholicism seem more true then Protestant groups, taking full advantage of the preceding narrow interpretation (of the Roman Catholic Church) against a broad interpretation against any non Roman Catholic groups professing faith in the Bible, and not simply “Calvinists”.

When it came to history I look forward to learning something about that period of time between the development and popularization of the Gutenburg press and the birth of the US: aka the Reformation and the Counter- Reformation. I took a class that included that period, and that area of the world, whether termed “Western”, “European” or “German”. The class was to cover the period of time from 1460 or so to 1945. Yet we learned about as close as it is possible to nothing about the Reformation or the Counter Reformation. This was ostensibly because the teacher was so “excited’ about that first period - say 30 years within a 485 year period – that he ran out of time to teach us anything about the Reformation – Martin Luther, Tyndale, Wycliffe – nor the Counter Reformation – the Jesuit Order and the Wars of the Counter-Reformation.

He spent so much time, perhaps 75% of the semester discussing the period right around and at the Gutenberg Press, that he had to speed through the 1500s, 1600s and 1700s within something like a single day’s class session. Since this was not the first time that teacher had taught that class, and since he did – IIRC – employ notes composing some sort of class outline when he gave his lectures, this had me figuratively scratching my head.

Wars with such a great loss of life unworthy of being taught?
