Considering that his project was deciphering the Bible's Book of Revelations Book of Seals, might have he been deciphering something via snippets from different movies?  Certainly more likely those with overtly religious themes.

Considering that we were living in the end times, deciphering a story curently on-going ... which revealing it prematurely, say 1993, would screw things up, hence providing the legitimate reason for repressing whatever was what I call the $64,000 dollar question of the story that had to for a time, remain bottled.

The idea of such radical population depopulation, and humanity as a 'cancer' appeares first and lastly upon what are known as the 'Georgia Guidestones':

The Georgia Guidestones is a large granite monument in Elbert County, Georgia, USA. A message comprising ten guides is inscribed on the structure in eight modern languages, and a shorter message is inscribed at the top of the structure in four ancient languages' scripts: Babylonian, Classical Greek, Sanskrit, and Egyptian hieroglyphs.

The structure is sometimes referred to as an "American Stonehenge."[1] The monument is almost 20 feet (6.1 m) tall if the buried support stones are included, exactly 18 feet (5.5 m) otherwise[2], and made from six granite slabs weighing more than 240,000 pounds (110,000 kg) in all.[3] One slab stands in the center, with four arranged around it. A capstone lies on top of the five slabs, which are astronomically aligned. An additional stone tablet, which is set in the ground a short distance to the west of the structure, provides some notes on the history and purpose of the Guidestones.

History

In June 1979, an unknown person or persons under the pseudonym R. C. Christian hired Elberton Granite Finishing Company to build the structure.[3] One popular hypothesis is that the patron's pseudonym may be a tribute to the legendary 17th-century founder of Rosicrucianism, Christian Rosenkreuz.[3]

Inscriptions:

A message consisting of a set of ten guidelines or principles is engraved on the Georgia Guidestones in eight different languages, one language on each face of the four large upright stones. Moving clockwise around the structure from due north, these languages are: English, Spanish, Swahili, Hindi, Hebrew, Arabic, Chinese, and Russian.

1.Maintain humanity under 500,000,000 in perpetual balance with nature. 

2.Guide reproduction wisely - improving fitness and diversity. 

3.Unite humanity with a living new language. 

4.Rule passion - faith - tradition - and all things with tempered reason.

A few feet to the west of the artifact, an additional granite ledger has been set level with the ground. This tablet identifies the structure and the languages used on it, lists various facts about the size, weight, and astronomical features of the stones, the date it was installed, and the sponsors of the project. It also speaks of a time capsule buried under the tablet, but the positions on the stone reserved for filling in the dates on which the capsule was buried and is to be opened are missing, so it is not clear whether the time capsule was ever put in place. Each side of the tablet is perpendicular to one of the cardinal directions, and is inscribed so that the northern edge is the "top" of the inscription.

The complete text of the explanatory tablet is detailed below. The accompanying image shows the overall layout. The tablet is somewhat inconsistent with respect to punctuation, and also misspells "pseudonym". The original spelling, punctuation, and line breaks in the text have been preserved in the transcription which follows.

At the center of each tablet edge is a small circle, each containing a letter representing the appropriate compass direction (N, S, E, W).

Astronomical features

The four outer stones are oriented to mark the limits of the 18.6 year lunar declination cycle.[2] The center column features a hole through which the North Star can be seen regardless of time, as well as a slot that is aligned with the Sun's solstices and equinoxes. A 7/8" aperture in the capstone allows a ray of sun to pass through at noon each day, shining a beam on the center stone indicating the day of the year.[3]

The Georgia Guidestones are located on a hilltop in Elbert County, Georgia, approximately 90 miles (140 km) east of Atlanta, 45 miles (72 km) from Athens, and 9 miles (14 km) north of the center of Elberton. The stones are standing on a rise a short distance to the east of Georgia Highway 77 (Hartwell Highway), and are visible from that road. Small signs beside the highway indicate the turnoff for the Guidestones, which is identified by a street sign as "Guidestones Rd." It is located on the highest point in Elbert County.

Ownership

Elbert County owns the Georgia Guidestones site. Robert C. Christian deeded the five acres to the county immediately upon purchase from Wayne Mullenix.[2] According to the Georgia Mountain Travel Association's detailed history: "The Georgia Guidestones are located on the farm of Mildred and Wayne Mullenix..."[5] The Elbert County land registration system shows what appears to be the Guidestones as County land purchased on October 1, 1979. [6][7]

The monument was unveiled in March 1980, with the presence of 100 people.[8] Another account specifies the 22nd of March and said 400 people attended.[2][3]

Reactions: In his article, "Decoding the Georgia Guidestones", Van Smith identifies three potential candidates as the true identity of R.C. Christian (Joe H. Fendley Sr., Dr. Francis Merchant, and Ted Turner). In the end, Smith concludes that Ted Turner is the most likely candidate for being R.C. Christian, stating, "Our investigation into the identity of Robert C. Christian has uncovered highly persuasive yet circumstantial evidence linking Robert Edward “Ted” Turner to the very center of the Georgia Guidestones originators. This evidence is so strong that we believe Ted Turner probably was R.C. Christian. At the very least, Turner probably knows who R.C. Christian is." [2]

Yoko Ono and others have praised the inscribed messages as "a stirring call to rational thinking", while opponents have labeled them as the "Ten Commandments of the Antichrist".[3]

The Guidestones have become a subject of interest for conspiracy theorists. One of them, an activist named Mark Dice, demanded that the Guidestones "be smashed into a million pieces, and then the rubble used for a construction project",[9] claiming that the Guidestones are of "a deep Satanic origin," and that R. C. Christian, belongs to "a Luciferian secret society" related to the New World Order.[3] At the unveiling of the monument, a local minister proclaimed that he believed the monument was "for sun worshipers, for cult worship and for devil worship".[8]

Another popular conspiracy theorist, Alex Jones, in his 2008 documentary 'Endgame: Elite's Blueprint For Global Enslavement' highlights "the message of the mysterious Georgia Guidestones, purportedly built by representatives of a secret society called the Rosicrucian Order, which call for a global religion, world courts, and for population levels to be maintained at around 500 million, over a 5.5 billion reduction from current levels. The stones infer that humans are a cancer upon the earth and should be culled in order to maintain balance with nature."[10]

Researcher Van Smith claims to have uncovered numerological messages encoded within the proportions of the various Georgia Guidestones components that link the monument to the Burj Khalifa, the tallest building in the world which opened in Dubai over thirty years after the Georgia Guidestones were designed. Smith presents evidence demonstrating that the opening date of the tower, the death of Dubai's emir, Sheik Maktoum bin Rashid al Maktoum, and the exact height of the Burj Khalifa can all be deduced directly from the proportions of the granite slabs.[11]

In 2008, the stones were defaced with polyurethane paint and graffiti with slogans such as "Death to the new world order."[12] Wired magazine called the defacement "the first serious act of vandalism in the Guidestones' history".[3] More recently, in an apparent attempt to topple the monument, a large notch was cut from the top of the English language Guidestone near the 8" long, 1⅝" thick stainless steel dowel pin used to secure that slab to the capstone.[2]

New York City. Flooded and frozen over. Obviously nothing is being shipped out or shipped in. And Manhattan has precious little area devoted to food production, with food storage almost exclusively a basement, 1st and 2nd level activity- meaning that with the flooding and freezing, that most of the food, but for that in cans, is ruined.

Hundreds or thousands of people holed up in the NY Public Library and in other buildings.

Telephones work, even in flood zones.

No one complains about inorperatable toliets.

Heat is displayed as a problem with the 'solution' given as burning books (while leaving more useable burnable furniture unscathed).

No one gets very hungry. We see one man steal a pack of hot dogs during the flooding, then weeks or months later a group breaks into a vending machine.

Obviously those writing this movie had little comprehension of the technologies making city life -- aka supporting larger numbers of people in a given area -- so bearable. Things as electricity, and other modes of heating (gas, steam etc). Things as drinkable water. And water for bathing and waste. And edible food. And the transport necesary for bring such food and other supplies from elsewhere.

Apparantly we are to believe that simply living in higher densities is so intrinsically good that none of these things matter - sort of like alcohol being so safe as to not require retail product labeling of the ingrediants such as the type of sweetner?!

IMHO it's no accident that we get this sort of blissful neglect of technologies and their development -- reflected in the movies AND in education with its neglect of sciences -- as if we should be so ashamed to be humans that we dare not innovate.

A revealing and very important dialogue transpires between Klaatu and Dr Benson:

Klaatu: "This planet is dying. The human race is killing it."

Dr Benson: "So you've come here to help us?"

Klaatu: "No, I didn't."

Dr Benson: "You said you came to save us."

Klaatu: "I came to save the Earth."

Dr Benson:"You came to save the earth, from us."

Klaatu: "We cannot risk the survival of this planet for the sake of one species. If the earth dies, you die. If you die, the earth survives. There are only a handful of planets in the cosmos that are capable of supporting complex life. This one cannot be allowed to perish."

Dr Benson: "We can change. We can still turn things around..."

Klaatu: "We've watched. We've awaited and hoped that you would change. It has reached a tipping point where we have to act. We'll undo the damage you done and give the Earth a chance to begin again."

Dr Benson: "Don't do that...

Please. We can change."

Klaatu: "The decision has been made. The process has begun."

The movie makes no bones about the notion that the typical viewer is to blame for the phenomenon of the world going to hell in a hand basket. The degenerating environment, ballooning pollution, over-population global warming, it's all the fault of the average joe. Humans like a virus eating away the planet. What a horrible realization, the viewer is nudged into thinking... Consequently, he or she is left teetering on the brink of a guilt trip.

Lest going off on tangents, for all clarity, the imposition of a guilt-trip on the viewer and the need for (Obama-esque kind of) change are the predictive programming elements of significance in this most important of scenes.

Quite similar to the original, Klaatu proceeds to demonstrate his hands down intellectual superiority by kindly helping out with ease the planet's most intelligent physics scholar, Prof. Barnhardt. In addition, also similar to the original a standing Klaatu authoritatively looking down on a humble and seated Dr. Benson and Prof. Barnhardt, helps persuade the viewer to also accept Klaatu's parental moral superiority.

A most interesting discussion follows between Prof. Barnhardt and Klaatu:

Professor: "There must be alternatives. You must have some technology that can solve our problem."

Klaatu: "The problem is not technology. The problem is you. You lack the will to change."

Professor: Then help us change..."

Klaatu: "I cannot change your nature. You treat the world as you treat each other."
Professor: "But every civilization reaches a crisis point eventually. [...] Only when your world was threatened with destruction that you became what you are now."

Klaatu: "Yes."

Professor: "Well, that's where we are. You say we're on the brink of destruction, and you are right. But it's only on the brink that people find the will to change. Only at the precipice do we evolve.

This is our moment, don't take it from us. We are close to an answer."

Again all the woes and ills of the world are pinned on the typical viewer. Never are the guiding financial, economic and religious powers given even as much as a casual and superficial critical review. And that's a shame really, since it is not the hordes of simpleton Joe Sixpack's and Jane Soap opera's who are too blame but rather a relatively small group of psychopathic megalomaniacs; the bigger than life banksters, the mesmerizing religious hierarchies - most notably that of the Catholic Church, the military industrial complex, etc., who are ruining it for the rest of world.

But oh no, movies like this tempt us into believing that not only are we guilty, we need to be driven on the brink of annihilation in order to greet a better world. What a great premonition that is, huh?

On the side, Klaatu demonstrates his superhuman magical powers by downing two obnoxious helicopters but then contrasts this act of aggression by showcasing a high moral standing through rescuing the son of Dr Benson from falling to sure death. Thus his authority over life and death is laid bear.

Ironically, after witnessing from close up the most basic and ubiquitous types of bonding belonging to humans, Klaatu has a change of heart and confesses to Dr. Benson: "There's another side to you. I feel it now." The obvious question being, couldn't he have realized that a bit sooner? Wouldn't it have been better for him to first study humans from close up rather than doing that after setting in motion the hellish wrath from outer space? After all, didn't he and his space alien buddies scrutinize this planet for quite a while already before coming to earth?

Anyway, be that as it may. The rudimentary type of bonding between mother and child is offered as the key to our Problem apparently and proceeds to save the day. It is literally and figuratively left out of the picture that the loving and forgiving relationship as seen between mother and child is unfortunately usually not as pronounced in other relationships as the movie seems to imply. The movie does not care, and they all, minus a few soldiers, intelligence personnel and a truck driver, live happily ever after.

In addition, never mind those big bad boy banksters hiding and snickering in the shadows who no doubt greatly enjoy this remarkable piece of tear-jerking distraction. A craftily made and entertaining work of misdirection aimed at obfuscating the faces of the real guilty; the bunch of megalomaniacal degenerates really responsible for sending this world to hell, and then some.

It is all about guilting people out against modernity- technologies allowing many people to do more things- tripping them out to get them to curse not any sort of undesirable side effects --- aka pollution -- but rather the modernity itself- and from those enjoying such, usually via a magic word getting people to suspend thinking.

Take, for instance, the name of 'environmentalism', it will get otherwise intelligent people to invect against 'cars' thoughlessly. Oh lets just get rid of all of the cars*, qipped a passenger in a car that I was driving, an automobile that had gotten her from Washington, D.C. to New York City in about 4 hours -- all the while forgetting about the miseries of animal powered transport in animal sh*t and its accompanying disease! (while offereing absolutely nothing in useful criticism about say reducing emissions via improved propulsion technologies, lest say the status quo lose market share). [*cars is a term actually encompassing private automobiles and train cars, trolly (light rail) cars, uses, indeed anything self movable asides from boats (hulls), airplanes (fuselages), and bikes]. As it was the New Jersey approach to the Holland Tunnel that had elicited that quip, it was the ingrained idea of the use of automobiles by the many that 's the target. (Indeed, why not instead ask why Lower Manhattan has, for vehicular traffic from the west, has only the original 2x2 lanes of the Holland Tunnel as built during the 1920s- why is there no subsequent project to add paralell tubes, let alone some continuing eastward belowground to connect withe Williamsburg Bridge?)

An alternative goal of informing the masses would have a different message:

Your people are dumbed out and conditioned to become too lazy to inquire independently with its heard mentality; too many people spend too much time watching sports, pornography, or gambling.

Too many of you don't realize how your mass media is designed to dumb you down, loaded with daytime TV lacking worth, 500 channels with hardly anything on, and a 'news' media not reporting on matters outside of one's country or even state/province in any depth- aka around the world in 80 seconds on FOX, let alone my Westchester County, N.Y. Comcast Cable which reduced its inclusion of the Megahertz TV channel to only 30 minutes weekly before eliminating it.

You ask why politics are so screwed up while continually voting for the lesser of two evils; yet you fail to fathom the quite obvious dynamics of a intrinsically corrupt fraternal order society of suck-ups producing mediocracy claoked as great achievment, evidenced via the countless political broken promises and votes made unanimously and without debate like a bunch of drones.
