Israeli Foreign Minister Tzipi Livni paid a lightning visit to Washington to meet Rice on Friday morning and the two sides scheduled a signing ceremony for 11 a.m. EST (1600 GMT).
U.S. Secretary of State Condoleezza Rice said on Friday a deal signed with Israel would help prevent smuggling of arms into Gaza and ultimately would contribute towards a ceasefire.
The agreement "should be thought of as one of the elements of trying to help bring in a durable ceasefire, a ceasefire that can hold,“ Rice told reporters, declining to predict whether a full ceasefire would be possible to before U.S. President George W. Bush leaves office on Tuesday.
Rice signed a memorandum of understanding with Israel's Foreign Minister Tzipi Livni who said both the United States and Israel had agreed on a series of steps to stop Hamas from rearming.
State Department spokesman Sean McCormack declined to provide specifics on on what assets the United States might provide under the deal, saying the basic idea was to ensure "Hamas is not able to be resupplied via sea, land or air.“
He said no U.S. personnel were expected to be stationed in Gaza or in Egypt.
Under the deal, Israeli officials said, the United States would lead a campaign with its NATO allies to interdict weapons shipments bound for Gaza from Iran and elsewhere. Preventing Hamas from rearming is Israel's main condition for any truce. Rice did not say when a truce might start.
The Palestinian death toll from the Israeli air-and-ground offensive has risen to at least 1,076 and there were more than 5,000 wounded, according to the Hamas-run Health Ministry in Gaza. A Palestinian rights group said at least 670 of the dead were civilians.

Hospital staff in Gaza said four Palestinians had died in other violence Saturday morning, including three killed by a tank shell that hit a residential area.
The military, which said it hit about 50 targets in the Gaza Strip overnight, said it was also checking that report.
More than 1,150 Palestinians have been killed and 5,100 wounded, many of them civilians, since Israel launched an air blitz on Gaza on December 27 and sent in ground forces a week later.

TEL HASHOMER, Israel - For days, Dr. Izzeldin Abuelaish, a physician from the Gaza Strip, was a voice from the war zone, telling Israeli radio and television stations in fluent Hebrew about life under fire as Israeli troops pursued a ground offensive against Hamas.
On Friday the unspeakable happened. An Israeli shell hit a room where the doctor's daughters were gathered, killing three of them and a cousin. His broken voice brought the tragedy into Israeli living rooms.
"They killed my daughters," he sobbed over a cell phone after the strike, his agony broadcast live on Channel Ten television. Israeli medics were dispatched to evacuate the doctor along with a wounded brother, daughter and niece to the Sheba Medical Center near Tel Aviv.
Abuelaish, 53, a gynecologist, works three days a week at Sheba as a health policy researcher, and unlike most Gazans, is permitted to travel to Israel, where he has friends and acquaintances.

After lunch, the doctor's daughters and two cousins went to the girls' bedroom. Abuelaish played with a son, hoisting him on his shoulders.
Then a blast hit the room where the girls were gathered.
"I found my daughters in pieces," he said. Bisan had been thrown from a bed to the floor. Mayar, 15, and Aya,, 14, were also dead, along with Noor, a 17-year-old cousin. A straight-A student, Aya had plans to go to college abroad.
"They killed their dreams," her father said.
The Israeli army said it was investigating, and that an initial inquiry showed that "soldiers were apparently fired upon" from the doctor's building "or its vicinity."
Abuelaish insisted that there were no Hamas fighters in the area, and that he would not have allowed any militants near his home.
"Even if someone was firing, why did they shoot only at my daughters' room?" he asked.
"Military action will not lead to anything, and I have been saying loudly in Gaza that I am against firing rockets. They are a danger to the Palestinians," the doctor said, referring to Hamas attacks on Israel that triggered the Israeli offensive.
"I believe in saving lives, not killing," he added. "My children should be the last price, the victims of peace and a cease-fire."

Pope Benedict XVI received a delegation from the Jewish National Fund (JNF) on Wednesday in a meeting described as lasting longer than expected.
JNF Chairman Efi Stenzler, who headed the delegation, used the pre-planned visit to discuss the Gaza situation and the fight against Hamas, telling Benedict that Jews and Christians should "join forces" and "fight together" against terrorists who sought "the destruction of peace."
Stenzler stressed that Israel merely wanted peace, to which the pope replied, "I too want peace and peace is very important to me."
The visit had been arranged in order to discuss Christian holy sites in Israel, many of which are maintained by the JNF. Benedict is expected to visit in May.
"My hope is to use your trip to Israel this year to help build bridges between the Jewish nation and the Christian nation through ecological and environmental issues, which are pure and good for all humanity without regard [to] religion and faith," Stenzler told him.
He presented the pope with one of JNF's blue collection boxes, as well as an Old Testament in both Hebrew and English. The pope said he was pleased that the bible was also in Hebrew.
Afterwards, Israel's ambassador to the Holy See, Mordechai Levy, told the delegation that the pope had given the visit a surprising amount of his time.
